ROUGHING THE PASSERThere has been some discussion regarding roughing the passer on the web recently, and I give a brief outline here. For a fuller discussion, see http://www.gmcgriff.com/discus/messages/4/4160.html?1149779714. The play: Fourth and 3 at the B-30. Passer A10 is roughed. A87 catches the legal forward pass and fumbles at the B-10. The ball rolls OOB in B's end zone. The problem: Rule 2-25-10-d-ex2 states: Enforce roughing the passer on a completed forward pass from the end of the last run when it ends beyond the neutral zone and there is no change of team possession during the down. Seems to be a straightforward enforcement until you ask the question "was there a change of possession?". If there was then you use previous spot, if not then enforce from the spot of the fumble. Any takers? The solution: This was passed to John Adams (NCAA "Mr Rules") who advised: "A roughing the passer penalty when the ball is subsequently fumbled by A and goes OB in B’s end zone is to be assessed from the previous spot, BECAUSE Team A had a ‘faulty’ play in the fumble OB in B’s end zone, and that is to be considered a change of possession DURING the down."
