REFERENDUM VOTE

A reminder, the question was: Do you agree that BAFRA should become a company limited by guarantee with the Memorandum of Association, Articles of Association and Rules as set out on the website?

Here are the results:

Of the 94 ballots sent out, 68 were returned (72% voted).
Of those the vote was:
YES - 63 (93%)
NO - 5 (7%)

Of the 94 people eligible to vote:
YES - 67%
NO - 5%
DID NOT VOTE - 28%

With this, my duties as returning officer are completed.

The BAFRA Executive Board would like to thank everyone for giving the changes such overwhelming support. We will now begin the short legal process required to set up the new company.

SERIOUS END OF GAME INCIDENT

On Sunday, after the end of the game between Norwich Devils and Cornish Sharks, a Sharks player is reported to have punched and kicked one official, Lee Baker, and threatened another, Alisha Cockerill. This is now the subject of a serious disciplinary report to BAFL, and also of a police investigation.

I have spoken to Lee and he appears not to be seriously hurt. He is hoping that his injuries will heal in time for him to officiate next weekend. Alisha is also in good spirits despite the incident.

Can we remind members of Mechanics Manual paragraph 20.6.1 relating to the end of the game, which states:
"All officials should immediately assemble near the middle of the field and leave the field together at a leisurely and uniform pace. They should neither seek nor avoid coaches and players. They should make sure that they have the game balls with them. If hassled by anyone, they should keep walking."
This mechanic is designed to minimise the chances of post-game misconduct by players and coaches against officials.

The BAFRA Board would like ALL officials to implement this from now on, for your safety.

KENT EXILES FLAG FUN DAY

Kent Exiles are having their annual Flag Fun Day on 14th October. If anyone would like to put a team together they would be made most welcome.

They are also asking for officials to volunteer their services for the day. There won't be any payment but some of our officials went last year and had a great time. If you're interested, please contact Dave Pester exiles63@aol.com.

A PLAY FROM IRELAND

A real play from a game yesterday:

Team A are 2nd & 10 at 50yd line. A13 passes the ball downfield to intended receiver A89 who loses his footing due to field conditions and falls to the ground at Team B's 25 yard line. However, before the ball strikes the ground, A89 manages to volley the ball to his teammate A38 at Team B's 22 yard line who goes into the Endzone.

What's your Ruling?

FINANCES

Any outstanding travel expenses up-to the end of August will be paid over the next week - this will clear the regular season expenses. Please help BAFRA by paying in all outstanding cheques before the 30th September. The new company is due to be set up from the 1st October and cheques paid in late will complicate matters.

I will send out expenses for play off games, in October, and also for the two games in the regular season I am waiting for.

ROGER'S RHETORIC

From last week Play: A's ball, 3rd and 10, on A's 2. There are 30 seconds on the game clock in the fourth quarter and the score is A23-B18. QB A18 throws a forward pass that is deflected back to him while in A's end zone. He then throws a pass from A's end zone to A22 at A's 12 that falls incomplete.

Ruling: A's ball, free kick, on A's 20. A's ball, 4th and 10, on A's 2 is also a possibility. The second forward pass by Team A is an illegal forward pass. Since the pass was from A's end zone, acceptance of the penalty results in a safety. Also, since the pass was from A's end zone, Team B may decline the penalty and accept the result of the play which is an incomplete forward pass. If Team B declines the penalty in anticipation of getting possession closer to A's goal line with a little more time to score a touchdown, Team A may take the 4th down snap and step on the end line for a safety anyway. This would take a few more valuable seconds off the clock. Team B will probably accept the penalty. (SC0022)
New this week A's ball, 1st and 10, on B's 11. QB A18 is running a sprint out toward the side line and is hit on B's 5. The ball shoots up in the air and just as A34 is about to catch the ball on B's 7, B66 bats the ball to B's 14 where B56 recovers the ball while grounded.
