INCIDENT REPORTING

While it is normal for the Referee to submit an incident report, it is perfectly acceptable for another member of the crew to take on that responsibility. However, whoever does it must ensure that both the
paper and online reports are filed before the deadline.

Also I would remind all officials that if a report from a game that you are on is missing from Newsflash, or differs significantly from what happened, please contact the Referee and/or myself or another appropriate director to sort it out. Don't let mistakes accumulate.

Finally, a field audit report is a mandatory requirement for all games. Please ensure that one is done and submitted.

CHAINS AND PRESS BOXES


Three incidents recently have highlighted that many teams do not understand the rules about where the chains should be located, and are using their ignorance to try to browbeat BAFRA officials into doing

things against the rules.


The relevant rule is 1-2-7, which states:


"The official line-to-gain and down indicators shall be operated approximately six feet outside the sideline opposite the press box, except in stadiums where the total playing enclosure does not permit."


With the exception stated in the rule, this is absolute and not open for interpretation.


It of course begs the question as to what constitutes the press box sideline where there isn't a press box. The mechanics are clear on this, paragraph 8-2-2 states:


"If there is not a formal press box, the side deemed to be the press box is determined solely by the position of (in usual order of priority) the primary TV camera, the announcer/commentator or the

majority of spectators, not by which side of the field the home team chooses to use."


Since so many of our mechanics are dictated by the press box sideline and having the chains opposite, this is not something we wish to change. Nor is it appropriate to deny the press or spectators the view

that the rules protect for them.


Note that nothing in the rules says that the home team needs to be on one side of the field or the other. This is entirely up to game management to decide. They should make that decision wisely.


Please report as an incident any team that tries to coerce you into running the chains on the "wrong" side of the field. We will then ask the league to take disciplinary action against them.

BAFRA agreed to cover the game if kick off was 1100 as the crew were committed to cover the Chester game at 1430. At 1000 crew were informed by the coach of the home team that kick off would not be till 1200. Crew reluctantly had to withdraw from coverage from the game.

The game was played in great spirit and was enjoyed by all. The grass on the field was extremely long and hampered spotting the ball at points during the game.

Game was delayed for 20mins due to an injury to Revolution's #67 who suffered a broken leg. The crew wish him well with his recovery and congratulate both sides for their patience and effort during a hard-fought game.

The chains broke 6 times during the game. The game was scheduled for an apparent 11am kick off, however the officials were informed that the KO was 12.00. Plaudits to Highland Warriors who travelled for 8 hours and were a credit to Scottish Football! Thanks go to both teams for an excellent game.

No nine yard marks or numbers, team areas too small, crew had to change in two separate changing rooms as one was too small for all 5 of us. This was not Lincolnshire's usual field and they did well to get it marked out at short notice.

Field had been marked in the same colour as a rugby field, which led to a little confusion. Groundsmen had also marked "nine yard line marks" at the inbounds lines. Officials were not paid as the game day manager forgot his chequebook.

Start of game delayed for 12 minutes due to the late arrival of the ambulance. The game was suspended for 15 minutes for the ambulance crew to attend to an injured player.

Only soccer size goals where available, pitch was well marked out but was approximately five yards too wide. Balls supplied where not league-issued, away team provided the correct ones. Despite these minor issues an excellent game was played between two very good youth teams.

No 5yd lines. Coaching box marked to 30yd line. No hashmarks. Short yard extension lines only 45 feet from sideline & did not match up with the ones at the sideline. Numbers on the field were at the sidelines & very small.

No numbers or 9yd marks. While most lines were fine, some were faint due to the grass having been cut after they were painted. One team area line was more than 12ft from sideline. Goals both too wide and too low (and each goal differently so to the other). Sundevils had not received their league balls. We used Oxford's.
Chain crew, one of the ball boys was quite poor - the ball boy in particular was inattentive. Neither team had received sideline credentials. Oxford head coach had received his coach's ID but had left it at home. One end zone was 10yds deep; the other was 8yds deep.

Play: A's ball, 2nd and 4 on B's 44. A33 takes the hand-off and drives off tackle. As A33 attempts to gain yardage, he extends his left hand against the face mask (no grasp) of B66 who is "head on" with him on B's 42. Maintaining continuous contact to the head, A33 advances to B's 37. A33 pushes B66's head fully back before his advance is stopped.

Play: A's ball, free kick, on A's 35. A4's free kick is caught on B's 8 by B47 who advances to B's 15 and fumbles. B94 accidentally kicks the rolling ball on B's 17 and the ball bounces through B's end zone and over B's end line.

Ruling: Safety. B's ball, free kick, on B's 20. Team A scores two points. The impetus came from the fumble by B47. The accidentally kicking by B94 is treated as a muff and does not add new impetus.
