BAFRA BANK ACCOUNT

The new BAFRA bank account is now active, the old one will be closed within the month. Currently there are 22 cheques from the old account outstanding. If you are currently holding one of these cheques then please arrange to deposit it as soon as possible.


Members should be aware that they should not include team rosters in the game day paperwork which is sent to me. Including the roster often results in your letter weighing too much, which in turn results in BAFRA having to pay a penalty charge. Game day paperwork sent to me should consist only of the BAFRA fee, game day sheet, field audit and incident report (if required). Rosters should be retained by the referee for 14 days after the game and then disposed of – preferably recycled.

LATEST SCHEDULES


Scheduling updates will be put on the BAFRA website on the evening of Thursday 7th. Anyone affected this week will have already been notified.


I now have details of the BAFL & Youth Kitted playoffs and have added the matches to the August schedule, though the teams competing are of course not yet finalised. Assignments for the weeks of the 24th & 31st will be made once the matches on the 17th are concluded and the playoff contenders known.

DISCIPLINARY CASE


We can report a conclusion to the case about a coach who had made inappropriate public comments about the officials at a recent game. The coach accepted that he had breached the BAFCA Code of Ethics by his statement and agreed to make a public apology, which has already been done.


Thanks to BAFCA for dealing with this case speedily and effectively, and also for reaffirming the need for a level of respect between coaches and officials that BAFRA gladly reciprocates. BAFCA President Jim Messenger and I are actively discussing ways that we can further improve relations between our respective members.


The other disciplinary case mentioned last week is still in progress.

Teams were informed of a 1pm kick off, officials were informed of a 2:30pm kick off. Game kicked off at 1:40 pm and continued as long as there was medical cover available. The ambulance was only booked between 1pm and 4pm – it had to leave at 3:50pm. The game was abandoned at this point.

Manchester Titans

Field marked partly metric and partly imperial, with hashes at either 1 metre or 1 yard apart. Game was run using chains which were 10 yards long (certified using BJs 10 yard long piece of string). End Zones were varying length depending on the side of the field you were standing. Team areas ran from 10 - 10 yard line on home sideline and 30 - 30 yard line on visiting sideline. Kick off delayed for 15 minutes to allow home team to retrieve rosters for card check.

End zones only 8yds deep. Inbounds lines 21yds from sidelines. Goals strapped to fence, 3yds beyond end line - officials could not get behind. Two wires across the field about 8ft off ground. We notified both teams that if the ball touched the wire it would be dead and inadvertent whistle provisions would apply.

BAFRA agreed to cover the game if kick off was 1100 as the crew were committed to cover the Chester game at 1430. At 1000 crew were informed by the coach of the home team that kick off would not be till 1200. Crew reluctantly had to withdraw from coverage from the game.

End zones 7.5yds. Distance from Goal Line to 10 Yard line 9.5yds. Coaching Lines less than 6 feet from sideline. Second lines to mark team areas less than 12 feet from sidelines. No second box was present, all coaches and players for both teams were in the box. Chains could not be fully operated 6 feet out of bounds. No numbers or 9 yard marks. Sidelines and several of the 5 yard lines were crooked.

Play: A's ball, 3nd and 8, on B's 30. QB A17's legal forward pass is muffed by B38 near the sideline. A88 voluntarily goes out of bounds to get around B38. A88 jumps, grasps the ball while airborne, lands in the field of play and advances for a touchdown.

Play: Third and 4 on B's 8. The score is A20-B21 with five seconds remaining in the fourth quarter. Team A is in a scrimmage kick formation. Holder A16 rises to catch a high snap and immediately grounds the ball with a forward pass. Two seconds remain on the clock.

Ruling: A's ball, 4th and 4, on B's 8. The clock starts on the snap. Incomplete legal forward pass. A forward pass is illegal if, to conserve time, the pass is not thrown immediately after the ball is first controlled after the snap or is thrown after the ball has touched the ground. A16 caught the snap and immediately grounded the ball legally. No foul. (A.R. 7-3-2-VI)
