TRAVEL EXPENSES
I'm pleased to announce that from 16th May, we will be increasing the mileage allowance for travel expense payments for people travelling on officiating business to 25p per mile, from current 23p per mile. All other conditions remain unchanged, including:
No payment is made for the first 100 miles when travelling to games. When using public transport no payment is made for the first £10 of travel expenses
BAFRA expects members to 'car share' under most circumstances
This change is designed to help members as a result of increasing petrol prices, and BAFRA's improving financial position. There will be no increase to BAFRA fee charged to teams to recover this cost.
The travel expenses 'Ready Reckoner' will be updated shortly. Can those responsible for game day paperwork please take note of the increase which is effective from 16th May.

APPOINTMENT OF DIRECTOR
The BAFRA Board is delighted to announce the appointment of Charles Dean-Young as Director of Training. Charlie, who received Honorary Membership in 2009, has had many positions within BAFRA over the years including Operational, Financial and Training roles. His experience will be invaluable in helping progress the training of the new recruits who attended the recent Impact and Improvement funded courses run by BAFA and BAFRA.

BUAFL BOWL GAMES
First of all congratulations to the 2 crews who officiated at the BUAFL bowl games last weekend. They did a great job and represented BAFRA impeccably. I have received the following from Andy Fuller, BAFA Director of Student Football.
“The BUAFL would like to express its thanks to the game day officials who presided over the National Challenge Trophy Final and the National Championship Final.

Field was 90 yards marked out on a rugby field with two 5 yard endzones, it was shortened to an 80 yard field with two 10 yard end zones. Originally marked to the full width of the rugby field, narrowed so that the rugby field 5 metre lines constituted the sidelines, still too wide but nearer to the dimensions of a football field. Hash marks were high school width not NCAA. Chains were found to be only 9 yards long, they were adjusted and lengthened to make them 10 yards. Tim Vickers #129 |

Home team agreed to use their old white kit due to a colour clash with Leicester, but the old white kit has the single numbers prefixed by zero. Leicester provided the game balls and the ball boys. Chain crew provided less than 30 minutes before kick-off. No 9 yd markings (or numbers). Extra point marking was at the 4 yd line at one end. No coaches boxes. The changing room is okay for the 3 man rugby officials but is cramped for a 5 man crew. Announcer was critical of a DPI against South Wales. Russel Newton #324 |

Changing room provided would have been large enough had it not also been used as a general storage room; most of the seating space was unavailable. The first half was delayed by 10 minutes due to Farnham's failure to provide a chain crew. A game management delay was enforced. Bowl games were played at Northampton Town's Sixfields stadium. The pitch was marked out full width of field. hash marks were incorrect and there were only ten yard lines and no team areas. Prior to the first game the referee arranged for the side line to repositioned to the correct width, and cones were used to reposition the hash marks. The goal posts were plastic extensions on to the football goalposts. We had to change the balls during the first quarter. BUAFL did there best to improve the field and the rest of the day was excellent as was the plate game. Charlie Dean Young #258 |

No numbers or 9 yard marks. No sideline markers to indicate yard lines. Home team only had a down box - fortunately one of the officials had a chain set in the boot of his car! Chain crew changed at half-time. Game kicked off 5 minutes late due to late arrival of ambulance. It was reported to me with 50 seconds remaining that the down box operator had a two way radio, which he had used to update the scoreboard operator and the commentator errors on the board. Lancashire had objected claiming an unfair advantage. By rule no offence had occurred, unless the league has sanctions. Very well marked out field - only problems were that one of the team areas was marked only as far as the 30-yard line. Also, there was a "spare" 3-yard mark 3 yards from the end line in each end zone. Chain crew and ball boys provided very late and game kicked off a few minutes late as a consequence. Field had following incorrect markings: top of numbers only 6 yards from sideline, inbounds lines a further 6 yards from sideline (ball was spotted well inside these during game). Field surface degenerated into swamp during game due to heavy rainfall. Chain crew tardy in returning after halftime and were partially replaced. Ball persons slow and inattentive (one also changed). Balls supplied late and of poor quality (not new and therefore no half-white stripe). Teams almost both played in white kit until home team realised that they could get black shirts. 90yards field, NFL hashes, numbers too close to sideline, no team area lines. Biggest problem is that the tuning-fork posts were damaged and rugby posts used, but 4yards deep in endzone. Endlines were remarked and goal-line moved up to the 5 yard line, making an 80yard field with 9 yard endzones. All other aspect of management excellent as usual. Simon Ryan #408 |
