BERNARD BRADLEY


I have received the very sad news that Bernard Bradley passed away on Tuesday 6th July. Bernard was a BAFRA member of long standing who was both liked and respected not just by his officiating colleagues but all those involved in football who knew him. He will be sadly missed.


As a mark of respect, it is requested that a minutes silence is observed at all games this coming weekend.

COMPETENCY EXAM


Tzvi Lindeman and Henry Richardson have produced a new competency exam for associate officials to sit before they take to the field for the first time. This replaces the old exam that has been in use for the past fifteen months.


I would like to place on record my thanks to Tzvi and Henry for their hard work in producing this document. We will watch with interest to see who is the lucky associate official currently going through their basic training who will first sit (and hopefully pass!!!) this exam.

BAFCA CONVENTION


I will be attending the BAFCA Convention on the Saturday, staying overnight and will be around for most of the Sunday. Part of the Chain Crew was changed at half time requiring another briefing prior to kick-off. Towels not provided by home team for wiping of balls and keeping dry.

Although the field markings appear perfect the field is measured out, at least lengthways, in metres. Both coaches were notified about this as obviously we had to use the chains, meaning that it was possible for it to appear that a drive started on a yard line would gain a first down after an apparent nine and a half yards! Plaudits to Tomahawks management who paid us in exactly the right notes and coins!

No 9 yard marks, team area indicated by 5 a side markings. 90 yard pitch with 8 yard endzones. Goal posts 12 yards from goal line, one set not parallel to end line. In the senior game only one ball boy was provided

Play: Third and 18 on A's 2. The game clock shows 0:30 in the fourth quarter and the score is A28-B23. QB A18 throws a forward pass that is deflected back to him while in A's end zone. He then throws a pass from A's end zone to A82 at A's 12 that falls incomplete.

Play: A's ball, 3rd and 4, on B's 8. Ten seconds remain in the fourth quarter. The score is A20-B21. A7's field goal attempt is blocked and simultaneously recovered by A63 and B75 on B's 12. Four seconds remain on the clock. Next play and clock?
Ruling? B's ball, 1st and 10, on B's 12. The clock starts on the snap. A simultaneous catch or recovery of a scrimmage kick makes the ball dead. A kick declared dead in joint possession of opposing players is awarded to the opposing (receiving) team regardless of the down. The clock stops at the end of a legal kick down and starts on the snap. (NOTE: If A63 recovered on B's 12 while grounded, it would be A's ball on B's 12, 4th and 8. The clock would start on the snap.)
