PAPERWORK FOR NEW MEMBERS


I have taken over responsibility for the provision of paperwork (Rulebook, Mechanics Manual, Induction Training Programme and Induction Training Logbook) to all new members with immediate effect. As I currently process all of the other aspects of the membership application process, this should streamline the system in the future.


I am aware that a small number of recently-joined active members may not have received an Induction Training Programme Logbook in which to record their first ten games. People in this position who are still associate members should e-mail me and I will ensure that one is sent to you.


Other aspects of game day paperwork not connected to induction training remain with Davie Parsons.

ACCESS TO BAFRA WEB SITE


It appears that some members are having problem accessing the BAFRA website since we changed ISPs recently. There are numerous reasons as to why this could be happening, the main one being that you are trying to access a cached copy of the site. To try and solve this you should clear the Temporary Internet Pages from your preferred browser, however, as an alternative you can use the ip address of http://174.143.73.142 to get to the BAFRA website. If you are still having problems please do not hesitate to contact me.

SELECTION COMMITTEE ELECTION


At the BAFRA board meeting on July 17th applications for the two Selection Committee vacancies were reviewed. Please join the board in welcoming our two successful applicants, Martin Gibson and Mike Cavanagh to the Committee.


The board had received six applications and would like to thank all those who showed interest in the role.

AVAILABILITY


Can I remind members of 2 things please.


1. If for any reason you cannot make an assigned game could you please ensure that you advise me. Even if it is on game day. There have been a number of situations recently where people have advised the ref but not me. It is important that I know so that I can keep the schedule up-to-date and if possible find a replacement official.


2. I appreciate that if not assigned to a game on a weekend people will make other arrangements. If this is the case and you have therefore become unavailable could you please update your availability as soon as you know.

INSIDE AMERICAN FOOTBALL


For those who have not already seen it, there is an electronic magazine called Inside American Football. In the main it concentrates on the game in Britain. In the current issue, amongst many interesting articles, there are two by BAFRA members. One is an interview with Stuart Young about his first year as an official and the other is an “Ask the Referee” section by Steve Tonkinson. SPARE KIT FOR SALE?


I have had messages from two associate officials (Leslie Reynolds #283 and Alan Christopher #599) asking about kit that other officials might have for sale. The game was suspended for 30 minutes while a player was treated for a broken leg. Plaudits to the Oxford game management who provided drinks, sausage rolls and Jaffa cakes for the officials.

Kickoff delayed 1 hour 10 minutes. No ambulance was present at the scheduled time, but one was procured after a considerable delay. During the 3rd quarter, one of the Blitz assistant coaches was observed along the sideline outside the team area. After being first requested to return and then warned, he was penalised for being out of the team area. He continued to refuse to return to the team area, saying that he had "quit" his coaching role. After consultation with game management and the Blitz head coach, and to avoid a scene, the individual was allowed to remain on the Blitz sideline (though outside the team area) until the end of the game.

At the end of the game an unidentified member of the Blitz sideline staff entered the field and remonstrated with the departing officials in a way that was clearly audible to the spectators present.

Before the game, Blitz had alleged that Farnham #27 Christopher Neate was over-age. Farnham were able to produce a copy of the player's BAFA registration form showing the player's date of birth as February 1991 and he was allowed to play.

With the score at 51-0 in favour of the home team and with 1:36 remaining in the third quarter the Nighthawks Head Coach informed the Referee that due to a falling numbers of fit players at his disposal he did not want to continue playing on the grounds of player safety. Home team head Coach and game management were made aware of the situation and accepted it, the game was abandoned at that point.

With 3.30 remaining in Quarter 3, game was suspended for 32 minutes for paramedic and ambulance assistance to Chester Head coach who collapsed on the sidelines. County ambulance conveyed Coach to hospital, allowing game to proceed following discussions with both teams and respective Coaching Staff.

Coaching box and team area too close to sideline. No hashes at side lines. No numbers or nine yard marks. Inbounds lines faint and disappeared after the youth game. Ball persons inattentive and poor.

Officials assistants changed during senior game without informing officials (at one point an assistant was trying to be the down box operator, ball boy and eat a KFC!!) The owner of a nearby house lit a bonfire which blew smoke over the field. The council were called and the householder put the fire out. At Folkestone RFC you have to cross a road to get from the changing rooms (in the clubhouse) to the field.

Goal crossbar almost certainly more than 10 feet above ground level and uprights only extend a few feet above it. Goals are located about 2 yards beyond the end line. Otherwise excellent facilities with fruit and water in the officials' changing room.

No 9 yard marks, team area indicated by 5 a side markings. 90 yard pitch with 8 yard endzones. Goal posts 12 yards from goal line, one set not parallel to end line. In the senior game only one ball boy was provided

Play: A's ball on B's 30, 2nd and 8. B28 intercepts A17's legal forward pass on B's 2 and his original momentum carries him into B's end zone where he fumbles. The ball bounces into the field of play to B's 3 where A64 bats the ball out of bounds in B's end zone.

Previous week's play

Play: A's ball, 4th and 7, on B's 35. QB A17, under heavy pressure on B's 45, dumps the ball to save loss of yardage (intentional grounding). The pass is intercepted by a diving B67 on B's 36 where he is downed. No eligible receiver was in the vicinity let alone have a reasonable opportunity to catch the pass.
Ruling? B's ball, 1st and 10, on B's 45. The penalty for intentional grounding to save loss of yardage, but not to conserve time, is a loss of down at the spot of the pass. Team B will accept the penalty.
