The European Championships ended on an excellent note for British officiating, with all three BAFRA
representatives being chosen to officiate the Final between Germany and France.
Davie Parsons (BAFRA President) worked Umpire, Keith Wickham was Line Judge, and Pete Parsons made it an all-British
sideline as Field Judge. This meant that nearly half the crew for the Final was from BAFRA, and further demonstrates the
extremely high regard in which British officiating is held.
The other members of the crew were Einar Bolstad (Referee, Norway); Bojan Savicevic (Head Linesman, Austria); Fereed Adus (Side Judge, Sweden); and Wilhelm Edelmuller (Back Judge, Austria).

The next batch of travel expenses is currently being prepared. They will be sent this week to officials who are due £10 or more in travel expenses. Payments are being made for games where we have received completed paperwork from beginning of June to mid July. Please allow up to one week in the post.
If, after a week, you still have not received a payment and you believe one is due, please contact the Referee for the games in question first. Experience continues to show that non payment of expenses is a result of non receipt of game day forms from the Referee. If after contacting the Referee, the payment is still in doubt please contact myself or Charlie Dean-Young.

Please note you can now submit your availability for the rest of the year via the online form on the website.
I urge you all to update your availability as soon as possible. The Selection Committee will be sitting in a few weeks time to discuss bowl crew selections and the availability information is a key part of the process. If you haven’t submitted, you will be assumed unavailable.
On the subject of availability I must request that you keep your availability current. I am scheduling officials to games only to have them come back to say they cannot do them as they are now unavailable. This seems to be on the increase at the moment. By not updating your availability it makes the job of scheduling that much more difficult. Your cooperation would be much-appreciated.
Finally, on August the 15th I am short of officials. If there is anyone out there who is not assigned as they thought they would be unavailable but who now might be able to work a game (In particular Watford, Norwich, Chester ) could you please let me know asap.

Charlie Dean-YoungPlaudits to Colchester Gladiators for the game day management on their first game at their brand new home - Royal Oak Stadium (Harwich & Parkeston FC). There is a covered stand with seats for spectators, a snack bar, a game day announcer, and a radio mike for the Referee. Nice size officials changing room right next to the field with its own toilet and shower. The condition of the grass on the field is better than their old ground too. All in all, a very pleasant venue that I think people will enjoy visiting.

Games played at Deal RFC. The league had sanctioned an 80-yard field, but only a 70-yard field was available. Posts at one end were quite close to back gardens of residential premises; therefore, all teams and coaches were advised that kicks at goal would only be attempted from one end where there was easy access to retrieve footballs. Both games kicked off late due to problems with providing chain crew and ball persons; the Exiles provided ball persons for their sideline in the youth game, and we also had several changes to the game day assistants in both games. Kickoff delayed 1 hour 10 minutes. No ambulance was present at the scheduled time, but one was procured after a considerable delay. During the 3rd quarter, one of the Blitz assistant coaches was observed along the sideline outside the team area. After being first requested to return and then warned, he was penalised for being out of the team area. He continued to refuse to return to the team area, saying that he had "quit" his coaching role. After consultation with game management and the Blitz head coach, and to avoid a scene, the individual was allowed to remain on the Blitz sideline (though outside the team area) until the end of the game. At the end of the game an unidentified member of the Blitz sideline staff entered the field and remonstrated with the departing officials in a way that was clearly audible to the spectators present. Before the game, Blitz had alleged that Farnham #27 Christopher Neate was overage. Farnham were able to produce a copy of the player's BAFA registration form showing the player's date of birth as February 1991 and he was allowed to play. Jim Briggs #31 |

With the score at 51-0 in favour of the home team and with 1:36 remaining in the third quarter, the Nighthawks Head Coach informed the Referee that due to a falling number of fit players at his disposal, he did not want to continue playing on the grounds of player safety. CORRECTION: Thanks to everyone who pointed out the two rather major flaws in the ruling that appeared last week. Firstly, the momentum exception only applies if the ball had been declared dead in the end zone in possession of B28, and therefore the enforcement spot is in fact the goal line (so, if B accepts the illegal batting penalty, it will be 1st and 10 on their 15). Secondly, and rather more obviously, the result of the play is a touchback, and B will decline the penalty so they can take the ball on their 20. Moral of the story; the Referee must always be aware of what the result of the play is.
New this week
Play: 4th and 20 from A’s 25. Punter A1 punts the ball downfield from A’s 15.
The kick bounces at the midfield line and rolls to B’s 40. B20 recovers it there and runs to B’s 45, where he is tackled by A81. While the ball was rolling, B35 blocked gunner A85 in the back at the midfield line.
After punting the ball, A1 regained his balance and stood still. After a delay of approximately three seconds and before the ball bounced, B99 blocked A1 and knocked him to the ground.
Ruling?
Last week: Free kick after a safety from A’s 20. A1 punts the ball from A’s 20, high in the air. It travels to A’s 31, where A80 jumps and catches it, half a yard inside the left hash mark. The closest Team B player is:
a). B15, who is on A’s 32 on the left hash mark.
b). B90, who is on A’s 36 on the left hash mark.
Rulings: In (a), by catching the ball, A80 has denied B15 an unimpeded opportunity to catch it, and therefore commits kick catch interference (Rule 6-4-1). 15 yards from the spot of the foul, Team B’s ball, 1st and 10 on A’s 16.
However, in (b), B90 is so far from the ball that he could not possibly have caught it if A80 had not done so. There is no foul. A’s ball, 1st and 10 on their 31.
