The policy of the BAFA Rules Committee is that only BAFA organisations (the members of the Committee) can propose rules changes.
Contact your BAFA organisation. Their contact details can be found on the main BAFA website or on your organisation's own website.
Send an email to the Chair of the Committee setting out the following information:
All changes made by NCAA in the previous year will automatically be considered by the BAFA Rules Committee.
Try posting a message on one of the British American football discussion boards such as BAFL's Talk Football and see what reaction it generates. That forum in particular is normally read by the Chair of the Rules Committee.
