The following procedure will apply to determining the playing rules from 2005 onwards.
The BAFRA Rules and Mechanics committee will meet under the supervision of a Chair Person. This committee will, inter alia, review any changes to NCAA rules introduced since the last BAFA rules were prepared. They will provide guidance on the benefits or otherwise of accepting those rules. That committee will also provide comments on any proposed rule change asked for by a BAFA constitute member.
The BAFRA Rules and Mechanics Chairman will be de facto chairman of the BAFA Rules Committee. After the BAFRA Rules and Mechanics committee has sat he will convene a meeting of the BAFA rules committee normally by no later than 1st November of any given year. The notice of the meeting will include the recommendations made by the BAFRA Committee and will be sent to the secretary of each constituent BAFA member and the Secretary of BAFA.
At the meeting each BAFA member should attend with the committee adhering to the notion of one organization/one vote. In the event of a split vote, only, the chairman of the meeting will have a casting vote. The meeting shall be conducted in a manner at the discretion of the Chairman subject to the above criteria being met.
This procedure will ensure that all BAFA organizations have equal input into the BAFA rules and allows decisions to be made on items outside the playing rules of football but that BAFA would wish to be included in the rule book. This would include, for example, medical requirements and disciplinary codes.
The decision of the committee will be reported to the next full BAFA board meeting for confirmation.
BAFRA will continue to produce the rulebooks on behalf of BAFA and retains the copyright on behalf of BAFA of any such material.
