Referee's Signal Number 19 - Illegal Procedure

Illegal Procedure

When used

This signal is used by the Referee to indicate any one of several procedure fouls by the offense. These may occur before the snap (eg false-start) when the signal would be preceeded by the dead-ball signal (S7) or a live-ball foul such as an illegal formation.

Penalty

Irregardless of whether this is a live or dead ball foul, the penalty will be 5 yards from the previous spot.

How executed

Begin with both hands held in front of the chest so that they overlap, and then make a slow, circular motion with both hands so that they go around each other. Complete 4/5 circles.

Finally point to the offending team by streching an arm out from the shoulder to the horizontal.
