Answer the questions as True or False. Unless otherwise stated, everything is normal.

Mechanics Questions

  1. On a Field Goal or kicked PAT the Back Judge on a 5 man crew should be the only official to blow his/her whistle when the result of the kick is obvious and the ball is declared dead.
  2. Only the Umpire should spot check players’ equipment before the game
  3. For the coin toss the referee brings out the four captains of the home team on his right shoulder
  4. On a basic scrimmage down if you are a wing official identify your key player(s). If the formation is new or unusual then verbally or visually confirm this with the other officials
  5. On a four man crew it is the line judge’s responsibility to ensure that the game balls are conveyed to the field (seeking the assistance of other officials if necessary). This responsibility changes to the back judge on a five man crew
  6. If, due to the state of the game, an onside kick is likely, the Umpire will instruct the officials to switch to onside-kick positions
  7. It is the Umpire’s responsibility to be certain that, immediately prior to the snap, the defensive team does not use words or signals which disconcert the opponents when they are preparing to put the ball in play
  8. On a four man crew, when a run goes up the middle, wing officials should come in quickly when the ball is dead to rule on forward progress
  9. On a try down if you are the Linesman, set the down box on the 3-yard line showing down 1. Instruct the chain crew to lay the chain on the ground outside the limit lines at around the 20-yard line and stand well back.
  10. If you are a deep official in a punt situation, one of your possible ‘duties’ is to watch for blocks by any player in your area who signals for a fair catch but does not touch the ball.
  11. The Back Judge on a 5 man crew must echo the Referee’s start the clock signal (S2) after any down in which the clock has been stopped.
  12. On 6 or 7 man crews, if the ball goes out of play in the deep official’s area, the wing officials should go into the team area as far as the runner and observe any actions against him.
  13. On a 7 man crew, if an onside kick is anticipated, the Field judge should take up a position on Team B’s restraining line opposite the press box side of the field.
  14. If 2 players are fighting it is acceptable to eject only one of the players if you know only that player’s number.

  18. An act that occurs well away from the play may be classed as a personal foul even though the act itself is legal
  19. Offensive holding can be called if any 2 out of the following 3 conditions are met:
    • The foul is visibly apparent
    • It affects the play
    • It disadvantages an opponent
  20. After any given play any official could perform one or more of the following duties in assisting with ball relaying:
    • Coverer
    • Retriever
    • Spotter
    • Relayer
  21. A player is in illegal motion whether his forward movement is obvious or not.
  22. The on-field time keeper should give or repeat any timeout signal before stopping the clock.
  23. On 6 or 7 man crews the Field Judge is responsible for the timing of timeouts.
  24. When in doubt the foul is roughing rather than running into the kicker
  25. On a 3 man crew in a punt situation, the Referee should favour the press box side of the field and observe action against the snapper and then the kicker.

Running Game

  • 1st and 10 from Team A’s 6 yard line. A11 hands the ball off to A36 in the backfield. In an unsuccessful attempt to prevent B59 tackling A36, guard A70 holds B59 at Team A’s 2 yard line. B59 tackles A36 and halts his forward progress at Team A’s 4 yard line.
  1. If the penalty is accepted, it will be 1st and 15 from Team A’s 1 yard line.
  2. If A36’s forward progress had been stopped at Team A’s 8 yard line and the penalty is accepted, it will be 1st and 15 from Team A’s 1 yard line.
  3. If A70 held B59 in Team A’s end zone and the penalty is accepted, Team B will be awarded a safety.
  4. If Team B decline the penalty, it will be 2nd and 12 from Team A’s 4 yard line.
  5. All holding penalties are enforced from the succeeding spot.2nd and 9 from Team B’s 22 yard line. A26 has advanced the ball four yards when he is hit simultaneously by linebackers B55 and B59. Both hits are below the waist. The force of the hits cause A26 to fumble the ball which goes out of bounds at Team B’s 14 yard line.
  6. The combined actions of B55 and B59 constitute a chop block against A26.
  7. If no penalties are enforced, the ball will next be put into play at Team B’s 18 yard line.
  8. Any player from either team is permitted to recover and advance A26’s fumble prior to it going out of bounds.
  9. If A26’s fumble had been recovered inbounds simultaneously by A89 and B22, the ball would become dead and belong to Team A.
  10. The clock for the next play will start on the snap.1st and 10 from Team A’s 30 yard line. A26 takes the hand off from A11 and advances the ball four yards. Seeing that he is about to be tackled A26 throws a backward pass to A36 who catches the ball at Team A’s 31 yard line. A36 advances the ball to Team A’s 38 yard line where he goes out of bounds. After A26 has thrown the backward pass but before A36 has secured possession, A81 who is blocking downfield at Team A’s 41 yard line incidentally grasps the facemask of B22 without twisting, turning or pulling it. He releases his grasp as soon as he realises what he has done.
  11. The grasping of the facemask by A81 is illegal. This will result in a five-yard penalty against Team A.
  12. As A26 had already released the ball before the foul occurred, the penalty will be enforced from the spot at which A36 gained possession.
  13. As A26 had already released the ball before the foul occurred, the penalty will be enforced from where A36 stepped out of bounds.
  14. If the penalty is accepted, the ball will next be put into play at Team A’s 19 yard line.
  15. The covering official should mark with a bean bag both the spot from which A26 made the backward pass and the spot at which A36 secured possession as either or both are potential penalty enforcement spots.1st and 10 from Team B’s 44 yard line. Flanker A81 and halfback A26 are both in motion prior to the snap. A26 comes to a complete halt for more than one second before the ball is snapped. A81 continues in motion and is still moving when the ball is snapped. A11 fakes a hand off to A26 prior to handing the ball to A36. A26 runs, as if carrying the ball, behind the block of A69 and is deliberately tripped at the line of scrimmage by B63. A36 gains five yards on the play. Whilst the ball is still live, A26 makes an obscene comment to B63 that is both anatomically inaccurate and physiologically impossible. B22 was stationary in an offside position at the snap.
  16. The motion by A81 and A26 constitutes an illegal shift. If there were no other foul on the play, the penalty for this would be five yards from the previous spot.
  17. All penalties in the above scenario will offset. Replay the down, 1st and 10 from Team B’s 44 yard line.
  18. No foul was committed by B63.
  19. Because of B22’s position, the covering official should have blown his/her whistle immediately as this is a dead ball foul.
  20. The obscene comment by A26 is a live ball foul. If there were no other fouls on the play, the penalty for this would be 15 yards from the previous spot.On the first scrimmage down following the opening kick-off, Team A take the field with only ten players and line-up with only six players on the line of scrimmage. The ball is handed to A36 who runs a sweep play behind the block of pulling guard A70. A86, who is in his team area suddenly realises that he should have been on the field for this play. By now A36 has gained twenty yards and is in open field being pursued by B22. At this point A86 leaves his team area, comes on to the field of play and spears B22. Both the line judge and the back judge flag this spearing. A36 runs untouched into Team B’s end zone.
  21. On a five man crew, the referee has primary responsibility and the umpire secondary responsibility for counting Team A players in the above situation.
  22. Officials should signal that the team they are responsible for counting has ten or fewer players on the field by holding their arm outstretched to the side with fist clenched and thumb pointing downwards.
  23. The only foul committed by A86 is the spearing of B22.
  24. If the Team B captain opts to accept the illegal formation penalty, A86 may not be disqualified from the game as no penalty against him has been enforced.
  25. It is for the referee to decide whether or not the actions of A86 were sufficient to warrant disqualification from the game.

Passing Game

  • 2nd & 4 on B’s 37. With 45 seconds remaining in the 2nd quarter, quarterback A11 receives the snap on the left hash mark. He drops back to B’s 44, rolls right and throws a pass from the right hash mark which is incomplete. No eligible receiver was in a position to catch the pass.
  1. A11 was under heavy pressure and the ball hits the ground at B’s 32, inbounds. Legal play.
  2. A11 was under heavy pressure and the ball hits the ground at B’s 32, out of bounds. This is Intentional grounding.
  3. A11 was under heavy pressure and the ball hits the ground at B’s 35 after bouncing off the helmet of A70. This is not intentional grounding, but a 5 yard penalty for illegal touching.
  4. A11 was not pressurised and, with no timeouts left and no open receiver, spikes the ball at B’s 44 to stop the clock. Legal play.
  5. A11’s pass was an attempt to conserve time in the game even though they would lose a down. This is an illegal pass penalise by starting the clock on ‘the ready’.1st & 10 on A’s 25. Quarterback A11 throws a legal forward pass which is caught by A81 at A’s 41.
  6. The pass was tipped by A89 before being caught by A81. This is an incomplete pass.
  7. A81 catches the pass while airborne and, before returning to ground, is contacted by B22 and comes down out of bounds. This is an incomplete pass.
  8. A81 was pushed out of bounds by B22 at Team A’s 27-yard line but made no attempt to return inbounds until he reached Team A’s 40-yard line when he jumped from out of bounds to make the catch. This is illegal touching. Penalise Team A 5 yards.
  9. A81 was pushed out of bounds by B22 at Team A’s 27-yard line but made no attempt to return inbounds until he reached Team A’s 40-yard line when he jumped from out of bounds to catch the ball which had been tipped by B26. Legal – completed pass.
  10. Before the pass is thrown, A70 holds B69 at Team A’s 18-yard line. Penalise Team A half distance to the goal from the spot of the foul.
  11. A86 is contacted by B26 on Team A’s 26-yard line and the contact is maintained until A86 reaches Team A’s 38-yard line. The pass is not thrown until after contact is broken. Illegal contact. Penalise Team B 5 yards, automatic first down3rd & 2 on Team A’s 41-yard line. A11’s legal forward pass is tipped behind the line of scrimmage by B55.
  12. The ball is caught by A69 who advances it to Team A’s 44-yard line. The ball will next be put into play at Team A’s 44-yard line, 1st & 10.
  13. A69 is 5 yards downfield before the pass is thrown. Ineligible downfield. Penalise Team A 5 yards.
  14. B26 holds the intended receiver, A81, and the pass is incomplete. This is not Pass Interference, but it is defensive holding.There is contact between wide receiver, A86, and cornerback, B22 while a legal forward pass that has crossed the neutral zone is in the air.
  15. They are running side by side when A86 cuts infield towards the ball and makes contact. This is offensive pass interference.
  16. A86 runs a crossing pattern and makes contact with B22 while A89 crosses behind the contact and catches the pass. This is offensive pass interference.
  17. A86 knocks the ball out of B22’s hands and, in doing so, knocks B22 to the ground. This is offensive pass interference.
  18. The pass is uncatchable and B22 intentionally runs into the back of A86. This is not pass interference, but it may be a personal foul.
  19. B22, with his back to the ball, waves his hands in front of A86’s face to obstruct his view of the ball. Contact occurs as A86 slows down and B22 does not. This is defensive pass interference.2nd & 4 at Team B’s 17-yard line. Quarterback, A11, receives the snap in shotgun formation and rolls right. At Team B’s 20-yard line, before being tackled, he pitches the ball to the tailback, A26.
  20. A26 receives the pass at Team B’s 18-yard line. This is an illegal forward pass.
  21. A26 receives the pass at Team B’s 22-yard line and runs into Team B’s end zone. Touchdown.
  22. A26 muffs the ball which goes out of bounds at Team B’s 26-yard line. The ball will next be put into play at Team B’s 26-yard line, 3rd & 13.
  23. B31 intercepts the backward pass at Team B’s 22-yard line and runs to Team A’s end zone. The ball is dead where intercepted. Team B’s ball, 1st & 10 at Team B’s 22-yard line.
  24. A26 is tackled at Team B’s 22-yard line before receiving the ball. Legal play.
  25. The ball hits A26 on the arm at Team B’s 22-yard line and falls to the ground. This is an incomplete pass.

Kicking Game

  • Following a Safety, A7’s punted free kick from Team A’s 20-yard line bounces at Team B’s 38-yard line and rolls out of bounds untouched at Team B’s 33-yard line.
  1. One of Team B’s options is to have Team A rekick from Team A’s 15-yard line.
  2. B36 was at Team A’s 27-yard line as the ball was being kicked. There are now offsetting fouls.
  3. B63 charges into Kicker A15 before the latter has a chance to regain his balance. This is a personal foul. Team A will rekick from their 35-yard line.
  4. After the ball rolls out of bounds, B26 blocks A81 below the waist. This is a dead ball foul. Penalise Team B 15 yards from the succeeding spot.
  5. Before the ball rolls out of bounds the Back Judge blows his whistle. This is an inadvertent whistle and Team A have the choice of replaying the down or taking the result of the play.Team A kick off from team A’s 35-yard line. B31 gives a valid and legal fair catch signal at Team B’s 20-yard line.
  6. B31 catches the football and runs to Team B’s 25-yard line where he is downed. This is a delay of game penalty against B31.
  7. B31 makes no attempt to catch the football, but, seeing onrushing A 69, he moves to a position where he can block A69 above the waist and to the front. This is a foul by B31 and may be penalised 15 yards from the dead ball spot.
  8. The ball passes over B31’s head and bounces into the end zone. Before the ball stops rolling it is downed by A81. The result of the play is a Touchdown to Team A.
  9. Before the ball reaches B31 it is caught by A86 at Team B’s 22-yard line. This is kick catch interference.
  10. B31 makes the catch at Team B’s 21-yard line and is going down on one knee when he is flattened by A86. This is a dead ball foul. Penalise A86 15 yards from Team B’s 20-yard line, the spot of the fair catch signal.4th and 15 on Team B’s 30-yard line. Team A line up to attempt a field goal with their regular kicker, A15.
  11. The attempt is blocked by B22. The ball does not cross the neutral zone. A15 picks up the football and runs to Team B’s 12-yard line where his progress is halted. First down to Team A.
  12. The attempt is blocked by B31. The ball does not cross the neutral zone. A15 picks up the loose ball, runs to Team B’s 32-yard line and punts the ball which goes out of bounds at Team B’s 8-yard line. Legal play.
  13. The ball is not blocked at the line of scrimmage, but as it is about to pass over the cross bar and between the uprights, B36 is lifted by his team mates and catches the ball. Penalise Team B half the distance to the goal. First down Team A.
  14. The snap is directly to A15 who then throws a forward pass to A81 who had lined up as an eligible receiver. A81 catches the football and runs out of bounds at Team B’s 13-yard line. Not a legal play. Penalise Team A for unsportsmanlike conduct.
  15. Team B are offsides at the snap. Whether the attempt succeeds or not Team A has the option of snapping the ball again from team B’s 25-yard line.4th and 22 from Team A’s 30-yard line. A15 punts the ball away. The ball is caught by B36 at Team B’s 26-yard line. B36 advances to Team B’s 37-yard line where he is downed and the play ruled dead.
  16. Whilst the ball is in the air, B69 blocks A81 below the waist at Team A’s 35-yard line. If Team A accepts the penalty, they can replay 4th down at Team A’s 45-yard line.
  17. Whilst the ball is in the air A81 blocks B69 below the waist at Team A’s 35-yard line. If Team B accepts the penalty, Team A will replay 4th down at Team A’s 15-yard line.
  18. During the run back B69 clips A86 at Team B’s 40-yard line. If the penalty is accepted by Team A, it will be Team B’s ball 1st and 10 from Team B’s 25-yard line.
  19. The tackle which downs B36 is completed by A70 who pulls B36 down to the ground by the facemask. If the penalty is accepted Team B will have the ball 1st down from Team A’s 48-yard line.
  20. Instead of catching the football, B36 muffs it and the ball bounces off his shoulder pads straight up into the air. A86 pushes B36 out of the way and catches the football before it touches the ground. Legal play.Team A attempt an onside kick from Team A’s 35-yard line. The ball is deliberately kicked into the ground so that it bounces high into the air and passes over Team A’s 45-yard line.
  21. Whilst the ball is in the air, following the bounce, A70 pushes B36 out of the way and catches the football. This is Kick Catch Interference.
  22. Whilst the ball is in the air, following the bounce, all Team B players back away from the ball obviously hoping it will go out of bounds. A86 aware of the possibility jumps up and bats the football (at Team A’s 48-yard line) back to his team mate A70 who catches the football and goes down on one knee at Team A’s 42-yard line. Legal play, it will be Team A’s ball 1st and 10 from Team A’s 42-yard line.
  23. After the bounce, the football goes out of bounds, untouched by any player, at Team A’s 40-yard line. This is not a legal kick as it did not travel the required 10 yards. Team A must rekick from Team A’s 35-yard line.
  24. After the bounce, the football goes out of bounds at Team A’s 48-yard line, untouched by any player. After the ball is declared dead, A69 blocks B36 in the back, below the waist. There are two penalties on this play, one live (ball out of bounds untouched) and one dead (A69’s illegal block). If both penalties are accepted by Team B they can elect to have Team A kick off again from Team A’s 15-yard line.
  25. The onside kick took place with 6 seconds left in the 4th quarter. If the ball is legally recovered by Team A without any other player having touched the ball, the clock will start on the snap and there will still be 6 seconds remaining in the game.
